The Staten Island development cluster is located along the East Shore of the Borough, an area of NYC impacted by 10 to 15 feet storm surge caused by Hurricane Sandy. Many of the most significantly damaged homes are found in these neighborhoods and most consist of former one-story beach bungalows resting on piers well below Advisory Base Flood Elevation levels. These houses often sit on narrower and shallower lots.

The proposed Richmond Cottages are designed to respond to these factors as well as taking into account the need to raise the habitable floors of the dwellings to different Base Flood Elevations.
